George O. Kent received a D.Phil. degree from Oxford. His B.S. and M.A. degrees are from Columbia. He is Professor of History at the University of Maryland. His previous study of the Bismarck era, "Arnim and Bisrnarck, "was published by the Clarendon Press, Oxford, 1968."
