Synopsis

In der �ffentlichen Diskussion steht das Postwesen seit langem eindeutig im Schatten der rasanten wirtschaftlichen und tech- nologischen Entwicklung des Fernmeldewesens. Den traditionel- len Postdiensten wird auf dem Weg in die Informationsgesell- schaft h�ufig eine d�stere Zukunft vorhergesagt, und tats�ch- lich sind im Umfeld der traditionellen Postdienste entwickel- ter Staaten in den letzten Jahren erhebliche, sich anscheinend beschleunigende Ver�nderungsprozesse festzustellen. Erstens w�chst der Wettbewerb privater Konkurrenten, dem das Postwesen im Unterschied zum Fernmeldewesen seit langem ausgesetzt ist. Private Kurierdienste dringen in einigen L�ndern inzwischen auch in Kernbereiche des juristischen Briefmonopols ein. Zwei- tens ist man sich allgemein dar�ber einig, da� die technologi- sche Ver�nderung im Fernmeldewesen erhebliche Konsequenzen f�r die Nachfrage nach Postdiensten und deren "Produktionsverfa - ren" haben wird. Strittig ist der Zeithorizont. Die Herausfor- derungen der Umwelt an den Sektor "Post" der Volkswirtschaft wachsen, und die in fr�heren Zeiten gesicherte finanzielle Gesundheit des Sektors ist in vielen Industriel�ndern gef�hr- det bzw. schon geschwunden.
