Synopsis

How much does it cost older people, living in the UK, to reach an acceptable living standard and avoid social exclusion? This study, produced in collaboration with Age Concern, attempts to answer this question. Outside the UK, budget standards serve as benchmarks for social policy, personal taxation, life insurance, money advice, debt orders and many other purposes. The most widely-used standard, called "Modest-but-adequate" measures the level of living at which most people aim, however pensioner budgets provided by the Family Budget Unit in 1995 and 1997 found it beyond the reach of most older people in the UK. Aiming to stimulate debate about the incomes required to avoid poverty and inform government decision-making, this work estimates the living costs of men and women aged 65-74 years at this living standard, defined as the poverty threshold.
