Seeking to balance the needs and rights of those at the centre of adoption, i.e. the adopted person, the birth/natural parents, the adoptive parents, poses an ongoing ethical dilemma for adoption social workers in Ireland. Whose rights take precedence, especially when the interests of two or more of the adoption circle are in conflict? These and many other challenges confront social workers who find themselves at the centre of an increasingly complex area of work. Providing social workers with an Ethical Framework that promotes impartial decision-making is essential, given that the core values which shape adoption practice are to 'do good' and to 'avoid harm'. The Council of Irish Adoption Agencies (CIAA), the umbrella body incorporating all adoption agencies in the Irish Republic, promotes best practice in adoption. Each agency is represented at Council by members of its social work team. The Ethical Framework set out here represents a collaboration of adoption social work practice from a wide perspective including voluntary and statutory agencies and social workers at the Adoption Board.

"The Ethical Framework for Adoption in Ireland" has been compiled by social workers for social workers. It draws on international documents and on the experience and expertise of Irish adoption social workers. It acknowledgements that much of that expertise results from our interactions with those with direct personal experience of adoption - adopted people, birth/natural parents and adoptive parents.
