Synopsis

Cette publication se place dans l'optique de renforcement institutionnel des communautes de peche. Elle applique au secteur de la peche le modele d'analyse de la decentralisation (RED-IFO) developpe par la FAO et base sur la regionalisation des demandes locales, la differenciation des politiques nationales ainsi que sur un meilleur partage de l'information, sur une formation de tous les acteurs et sur l'organisation des procedures et mecanismes de mediation. Le Programme pour des moyens d'existence durables dans le secteur de la peche (PMEDP) est justement en train de diffuser parmi les communautes de pecheurs les pratiques participatives de la concertation, du dialogue et de l'accord social. L'experience de terrain du PMEDP dans 29 pays en Afrique et les examens de la situation dans cinq pays (Burkina Faso, Cameroun, Cap-vert, Niger et Senegal) ont permis d'analyser les processus actuels et de concevoir une demarche visant une meilleure implication des communautes de pecheurs dans les dynamiques de decentralisation. Comme materiel de reference, sont proposes dans cet ouvrage des concepts et definitions et un exemple d'application du modele RED-IFO au Senegal. Le lecteur pourra analyser la situation de son propre pays, son evolution et la comparer avec celle d'autres pays."
