In 1995, the second edition of this reference was named Directory of the Year by the Directory Publishers Association. As part of Europa's "Regional Surveys of the World" series, this fourth edition contains political, economic and social information useful for the understanding of this rapidly changing part of the world. Part One concentrates on the background to this region. There is a series of introductory essays, as follows: "A political Perspective on Eastern Europe", by Jonathan Eyal; "Economies of Eastern Europe", by Alan Smith; "Economies of the Former USSR", by Philip Hanson; "Economic Transition and the Environment", by William Moomaw; "Religion in the Region", by Michael Bourdeaux; "The Former Yugoslavia after Dayton", by Spyros Economides; "The Politics of Energy in the Caspian Region", by David Lewis; and "The Russian Rouble Crisis of 1998", by Philip Hanson. Part Two provides extensive information on each of the 27 countries which make up the region. Each chapter includes: geographical background and map; chronology; history; economy; and a statistical survey.

Part Three offers political profiles of the region, with an extensive "Who's who" and profiles of over 260 political players.
