Written for aspiring and practicing superintendents, school board members, and policymakers who have an interest in whole-district improvement and what it takes to create and sustain it.

Francis (Frank) Duffy is a professor of Education Administration and Supervision at Gallaudet University in Washington D.C., where he teaches five graduate-level courses, all focusing on organization improvement. He also founded the Alliance for Systems Knowledge, a Maryland-based "community of learners" studying large-system approaches to school improvement. He was an honorary faculty member (an Associate in Education ) in the Harvard Graduate School of Education during the 1980-81 academic year. Sponsored by Professor Chris Argyris, he studied Argyris and Schon's views on organization learning. He served as the 1997-8 president of the Council of Professors of Instructional Supervision (COPIS), which includes members such as Carl Glickman, Thomas Sergiovanni, Ben Harris, Robert Anderson, Ed Pajak, and Gerald Firth. He is a current member of the Board of Directors of the Association of Supervision and Curriculum Development and serves as the chairman of an ASCD task force and as a member of the ASCD Issues Committee.
