Much has been written about the American 'war on terror', but what about the British governments'? In this study of the British state's counterinsurgency at home, Rizwaan Sabir argues that the practices it uses against suspected terrorists are the same regardless of whether they are on the streets of Basra and Baghdad or in Bradford and Birmingham.

Shining a light on CONTEST, the UK government's counterterrorism strategy, it becomes clear that the state doesn't just target individual suspects, but much broader sections of the population, including large sections of the country's Muslim community. Packaged and sold as a 'non-violent' approach, in reality its effects involve overtly violent procedures including shoot-to-kill, detention, and stop-and-search.

Arguing that this strategy is an extension of the practices of counterinsurgency taking place in the active war theatres of Iraq, Afghanistan and Syria, Shadows of Suspicion calls for a new approach to counterterrorism based on the rights of Muslims to govern their own affairs and identity.

Rizwaan Sabir is a lecturer in criminology at Liverpool John Moores University in the UK. He has briefed the Shadow Home Secretary on the Prevent strategy, and appears regularly on radio and television including BBC News and Sky News. He was arrested unlawfully in 2008 under terrorism charges for downloading 'the Al Qaeda Training Manual' as part of his academic research.
